Come January 2012, the regulatory structure of human resources management and financial operations of the University of Guyana (UG) will be monitored to improve its efficiencies, Vice Chancellor, Dr. Marlene Cox, has said.
According to Dr. Cox, the project is being financed through a technical grant from the Caribbean Development Bank. It has a duration of eight months and will focus on both Turkeyen and Tain campuses.
She stated that the University received capability statements from 22 consultancy firms, utilizing the Bank’s criteria, six foreign firms were selected. They have since submitted their proposals which are being reviewed by the University.
Dr. Cox said that whichever consultant team is chosen will have experience in dealing with financial, managerial and legal issues with universities. The firm will have looked at how UG does things, and how it provides the requisite advice to improve efficiencies and effectiveness.
She said that for a number of years UG has been financially challenged. This is owing to the fact that its expenditure is more than its income. The university’s income basin comprises annual subvention and capital grant from government, student fees, and other sources of incomes which are generally small.
“For some time now we have been saying that the fees we charge are not the full economic cost. The education is simply being subsidized and the consequences are being felt, for example: the laboratories are inadequately equipped.
“While conducting experiments students need hands on experiences with relevant equipment, but most times the students have to work in groups and that limits hands on experience,” Dr. Cox stressed.
She said that UG, regardless of its limitations, has still produced good students. However, the university needs to have highly trained lecturers at the PhD level and the professorial level, who have some experience to apply what they know both in the teaching and the world of work.
