Dear Editor,
I wish to highlight the plight of the Procurement and Inventory Department of the Guyana Power and Light Inc. This Department has been in a state of disarray from as far back as 2008 to present.
It started with Compton Holder, acting for almost three years until he was sent back to the Diesel Generation Department. Of course, he was deemed a failure after those three years.
During his tenure Mr. Philander was Inventory Accounting Manager. When Mr. Philander proceeded on his vacation Mr. Bowanie Sankar was sent to act again with no knowledge of Stores and Inventory.
During Bowanie’s acting period he alleged that he found numerous discrepancies in the system and reported them to Compton Holder who was acting with again no knowledge of Procurement, Stores or inventory.
So the blind led the blind and took their corrupt findings against Mr. Philander to the then Finance Director Ashewar Deonarine. These allegations and findings saw Mr. Philander removed from that position to counting GPL’s Old Engines, cables and rubbish and I am not certain whether he has included that 42-inch flat screen TV that was purchased in his count. I think they call the position Fixed Asset Accountant.
I am not too sure of the position and I couldn’t get it from the Personnel department, since they are not too aware of most of the positions, because these appointments are not done by Personnel; they are sent to Personnel.
Mr. Bowanie Sankar was then appointed Inventory and Stores Officer, a position which required at the least a Diploma in Accounting or CAT level Two along with five years of experience.
Mr. Sankar is unable to manage CAT but he is Managing GPL’s billion-dollar inventory.
The Inventory Department is now in so much chaos and confusion that it leaves much to be desired.
Management must be ashamed of its action against Mr. Philander so it is not asking him back to his former position. There is no proper accountability of the stocks month after month.
This is just what happens when you have square pegs in round holes.
The Procurement section has changed five Managers from 2008 to present of which one of these was the now Finance Director Sabrina Rampersaud.
Ms. Rampersaud is now commander –in- chief of the Human Resource Department.
This is the Procurement and Inventory Department of GPL. Those who has eyes to see let them see and ears to hear let them hear. But my granny always say Wah sweet a goat mouth does bitter somewhere else!
