The almost daily occurrences of accidents on the roadways, some of which are fatal, have led the Guyana National Road Safety Council (GNRSC) to recommend that magistrates and judges adjudicate stiffer penalties to traffic offenders.
According to Romona Doorgen, Co-ordinator, in 2011, so far, there have been 82 road accidents resulting in 90 fatalities, while during this same timeframe in 2010 there were 83 accidents resulting in 86 deaths.
In addition, in 2011, 10 children lost their lives owing to road accidents while during this same period last year five children died as a consequence of road accidents.
Doorgen noted that the Council is hoping that magistrates will use their good offices and serve more stringent penalties to traffic offenders, particularly those who drive under the influence of alcohol and abuse the speed limit.
She stressed that minor traffic offenses are excusable but should not be allowed to slip through the cracks. However, drunk driving and speeding should be seen as habits and such behaviours are risky to road users.
Doorgen noted that the executors of the law should not wait until a drunk driver kills someone to act. She recommended that the first time a person is caught driving under the influence of alcohol his or her licence should be taken away.
She further suggested that it should be mandatory that the offender then visits the Council and participates in training programmes. To ensure participation the driver will be issued a certificate of participation and only then he or she will be able to obtain their driver’s licence.
Social workers should investigate into the errant driver’s personal life to ascertain the reasons why he consumes alcohol at abusive levels. She added this justifies the importance of having the Human Services Ministry as part of the Council.
