Dem small contractor got a new plan fuh build people house. Lang time a man use to look at a plan, do he calculation and come up wid he estimate. De person who building de house had de option fuh buy de material and save some money because all he had to worry bout was de labour cost.
Well dem contractor seh that dem got to follow de government lead. Dem gun demand that de homeowner get an engineer estimate. Then dem gun tell de homeowner to get de money wha de engineer estimate got and give de contractor.
One newspaper man seh that he leffing de wuk fuh tun a contractor because he believe in dem engineer estimate. He watch de new NIS building and see that he coulda build ten like that fuh de same money. One fuh he; one fuh he son; one fuh he grandson; one fuh he great grandson to come; one fuh he sissy pickney; one fuh he aunty, one fuh he uncle, one fuh he ajee and one fuh he ajah. He seh that he like dem engineer.
De NIS building must be got voice activator. Any command you give it gun obey. De only thing it can’t do is get de records straight. If that cost $69 million that is not a shaft; is a wallaba up we tail.
But wha good fuh Tom nah good fuh Harrylall. Dem boys want fuh know if de Big man did tender fuh an engineer estimate before he start fuh build he house.  Is a nice house and it big. If de NIS building cost $69 million then that house got to cost at least $609 million. Then when you add de fence and de swimming pool and de driveway and de lights and de road that house gun cost more money than de government got in de treasury.
And when is time fuh garbage collection dem boys want fuh know if a special crew gun do de wuk. That crew got to tender and depend pun an engineer estimate. Everything is engineer estimate; that is wha dem boys seh.
De only thing that ain’t going to tender is de people salary. De government decide pun that.  But if de NIS building dig a wallaba in we, then dem boys want fuh know wha that new head office gun do to we. It might be a lamp post.
