Less than a month after stepping down as leader of The United Force (TUF), Manzoor Nadir is now being asked by Presidential Candidate of his party, Valerie Garrido-Lowe to give up his seat in the National Assembly. Nadir’s seat is in actuality the only seat of TUF in the National Assembly.
Garrido-Lowe sent a letter to Nadir last Friday calling for him to relinquish his seat with immediate effect. The letter which was addressed to “Minister Nadir and former leader” said that “After careful consideration the Executive of The United Force came to a decision that the Party’s seat in the National Assembly which you are currently occupying is not being utilized to its full potential and is, therefore, requesting that you relinquish this seat with immediate effect.”
After the dust of the 2001 Elections settled, the TUF under Nadir’s leadership formed an alliance with the People’s Progressive Party Civic (PPP/C). In the years since, Nadir has held the post of Minister of Tourism from 2001 to 2006 and from 2006 to the present day holds the post of Minister of Labour.
Lowe continued in her letter to say that “The United Force needs to have its presence felt in the highest decision making body of our country as it is entitled to and also to demonstrate our independence to the Guyanese Electorate.”
She appealed to Minister Nadir, saying, “As an experienced politician and a conscientious human being, as you have shown you are when you stepped down from The United Force’s leadership position on May 29, 2011, I sincerely hope that you would comply with this very reasonable request so that The United Force could continue to process a positive way forward.”
Minister Nadir told Kaieteur News last night that he would willingly step down if a majority of the candidates on the TUF list that contested the 2006 elections called for him to do so. He went on to note, however, that to his knowledge, there has been no Executive Meeting to this end.
Legal sources have pointed out that while Mrs. Garrido-Lowe may call for Nadir to relinquish his seat, she cannot order him to do so. Apparently, the power of recall lies with the Representative of the List that each political party submits to the Guyana Elections Commission (GECOM) prior to contesting an election.
Considering that Manzoor Nadir and not Valerie Garrido-Lowe is the TUF Representative of the List submitted in 2006, she apparently has no authority over the party’s single seat in Parliament. Instead that authority lies with the Representative of the List, Nadir, who has himself said that he will acquiesce to the wishes of the majority of the candidates on the 2006 list in this matter.
