– No Extension to deadline, penalties to be enforced after deadline expires
Despite the deadline for renewal of Motor Vehicle Licence (MVL) is today, a whopping 18,122 licences remain to be purchased, according to the Guyana Revenue Authority (GRA).
The revenue agency is reminding motorists that they should not wait until the last minute to renew their licences.
According to the revenue agency, during the last few days, GRA Offices have been overwhelmed by motorists seeking to renew their Motor Vehicle Licences.
“The actions of taxpayers who have waited until the last minute to renew their licences have caused severe pressure to be brought to bear on the various licencing processes. This has led to a major degradation of the Licence Revenue Processing System (LRPS) and has seriously eroded the efforts made by the GRA to simplify the procedure for issuing Motor Vehicle Licences,” Commissioner General Khurshid Sattaur said.
Taxpayers would have therefore observed an increase in the processing time for the transaction.
In June, the GRA reviewed its system for issuing licences in the wake of criticisms and complaints from taxpayers. The complaints were due in large measure to the backlog created during the peak period, as a result of disruptions to the GRA network caused by inclement weather at the time.
In order to enhance its services to motorists purchasing Motor Vehicle Licences, the GRA removed bottlenecks that were causing delays in the transaction time. The new measures implemented to enhance the taxpayer experience include identifiable ushers to escort motorists from the time they arrive at the LRO to the Help Desk; a fully functional Help Desk with computers linked to the network allowing Customer Services Representatives to provide motorists with information on the ownership of the vehicle, Taxpayer Identification Number etc. prior to the commencement of their transaction; and dedicated Cashiers processing Motor Vehicle Licences.
The transaction time to purchase a Motor Vehicle Licence is now approximately five minutes per motorist from the time the motorist leaves the Help Desk. The new measures implemented were demonstrated during a recent Media Visit to LRO.
However, according to the Commissioner- General, “Because of the large number of persons seeking to renew their licences at the last minute, the LRPS is very slow resulting in persons having to wait longer than usual.”
In 2010, 88,526 Motor Vehicle Licences were sold by the GRA. It is projected that an estimated 95,000 Motor Vehicle Licences are to be sold this year. As at noon today, 76,878 licences were sold.
The sale of Motor Vehicle Licences for 2011 commenced on March 1, 2011 and the GRA extended the deadline for the sale from May 31, 2011 to June 30, 2011. Mr. Sattaur stated that “motorists had in excess of three (3) months to purchase their Motor Vehicle Licence. As such, there will be no extension to the deadline of June 30, 2011.” Further, the Commissioner General noted that “in excess of $45 million of revenue is yet to be collected.”
After the deadline has expired, the Guyana Police Force will immediately commence enforcement activities to ensure that all vehicle owners are in possession of valid Motor Vehicle Licences.
Vehicle owners not in possession of valid licences after the deadline will be penalised in accordance with the provisions of the Motor Vehicle and Road Traffic Act.
In addition, persons who purchase their Motor Vehicle Licences after the deadline will be required to pay a 10 per cent administrative penalty (on the cost of the licence) to the GRA. After the deadline, GRA will continue to facilitate the sale of Motor Vehicle Licences at all four of its offices in Georgetown: – The Licence Revenue Office, Smyth and Princes Streets; Tax Operations and Services Building (VAT Building), 210 ‘E’ Albert and Charlotte Streets; Customs House Building, 34 Main and Hope Streets; and Internal Revenue Department (GPO Building) Robb Street.
Persons residing outside Georgetown can purchase their licences from the GRA Corriverton, New Amsterdam, Anna Regina, Bartica, Parika, and Lethem Branch Offices.
