My suggestion for the way forward for horseracing

Dear Sir,
I would like to respond to the article published by the honorary Justice Cecil Kennard, published in the Stabroek News on June 23, 2011. My friend seems to be very frustrated with the present situation regarding the state of Horse Racing in Guyana.
We all have brought this upon ourselves, all clubs including his, continues to flout the rules governing Horse Racing to their whims and fancy then they expect that Guyana Horse Racing Authority sort out the said nonsense, including dictating dates within two weeks that clubs should run off race meetings. That is not the function of a racing authority, it supervises the rules or the laws governing racing as a watch dog over the clubs.
Please bear in mind, that over three years now, a complete draft of the rules governing racing in Guyana prepared by Mr. Marcel Crawford senior Council, Attorney-at-Law, using the said Trinidad & Tobago, Barbados and Jamaica format is still lying somewhere between offices of sports Minister Dr. Frank Anthony and the relevant legal draftsman of the current PPP Government.
Maybe Mr. Kennard being a past Chancellor of the Judiciary could use his influence in trying to push the government into passing this important legislation though parliament, giving a legal framework towards administering the sport of Horse Racing countrywide.
Also having international recognition and paving the way for free movements of the horses, jockeys, trainers and grooms in a reciprocal manner within the Caribbean and maybe South America.
There are a few suggestions that I would like to offer. Firstly, get the present status from the ministry of sports with regards to the progress made with the drafted rules, if the result is unsatisfactory, then we have a frank discussion with the minister of Agriculture Mr. Robert Persaud, in having him assist if possible by an amendment of the animal act to include the rules for Horse Racing as the act already covers some aspects of the industry.
Schedule a meeting with all the clubs to discuss ways in which racing dates can be accommodated based on the types of weather pattern we are now faced with.
Meets could be run at various clubs as a two or three day’s affair with the final leg being handicapped and neither distances for the class of races being the same.
Please bear in mind, Durban Park used to run off their racing programme over three weekends, Trinidad currently doing the same.
Club representatives could meet at earliest convenience to work on the way forward.
