There are 55 instances of Government entities violating rules of financial transactions. The illegal actions fall into eight categories, according to the report of the Public Accounts Committee (PAC) tabled in Parliament last week.
PAC Chairperson and Member of Parliament, Volda Lawrence, presented the report in the House last Thursday detailing public accounts of Guyana for the years 2007 and 2008. She noted that the constitution defines public accounts of Guyana as all central and local government bodies and entities; all bodies and entities in which the State has controlling interest; and all projects funded by way of loans or grants by any foreign State or organization.
The duty of the PAC is to examine accounts of these entities showing money granted to them by the National Assembly, and its use in meeting public expenditure. It is in this regard that various violations were uncovered, with a number of public bodies being repeat offenders in various categories.
Categories and violators at a glance:
Over payments to contractors –
Ministry of Education; Ministry of Public Works and Communications; Ministry of Culture, Youth and Sport; Supreme Court; Ministry of Amerindian Affairs; and from Region Two to Region 10.
Non-clearance of Advances –
Officers who get advances through the Accountant General Department (Conference advance to public officers during the period 2004 to 2008); Guyana High Commission In London (2008 and prior years); and Guyana Consulate New York (1991).
Breach of Tender Board Procedures and Splitting of Contracts –
Ministry of Health (Breach of Tender Board procedures); Georgetown Public Hospital Corporation (Breach of Tender Board procedures); Ministry of Culture, Youth and Sport (Breach of Tender Board procedures and splitting of contracts); Ministry of Legal Affairs (Breach of Tender Board procedures and splitting of contracts); and Region Six (Breach of Tender Board procedures).
Refusal to refund monies to the Consolidated Fund by ministries –
Office of the President; Ministry of Finance; Ministry of Foreign Affairs (Ottawa Mission); Ministry of Agriculture; Ministry of Public Works and Communications; Ministry of Education; Ministry of Culture, Youth and Sport; Ministry of Home Affairs; Guyana Defence Force; and Regions numbers Five and Nine.
Non-submission of financial statements by subvention agencies –
National Drainage and Irrigation Authority (Never submitted financial [statements] since its establishment in 2004); National Sports Commission (2004); Georgetown Public Hospital Corporation (Never submitted financial [statements] since establishment in 1999); National Trust (Never submitted financial [statements] since its establishment); and State Planning Secretariat (1991).
Lack of maintenance of log books –
Ministry of Public Works and Communications; Ministry of Labour, Human Services and Social Security; Guyana Defence Force; Ministry of Agriculture; Ministry of Tourism; and Regions numbers One to Nine.
Non-compliance with the stipulated timeframe for the clearing of cheque orders –
Ministry of Agriculture; Guyana Defence Force; Ministry of Public Works and Communications; Ministry of Education; and Regions One, Three, and Eight to Ten.
Non-adherence to Stores regulations –
Guyana Elections Commission; Ministry of Amerindian Affairs; Ministry of Public Works and Communications; Ministry of Education; Georgetown Public Hospital Corporation; Ministry of Housing and Water; Ministry of Tourism, Commerce and Industry; Ministry of Agriculture; Ministry of Home Affairs; Ministry of Health; Supreme Court; and Regions One, Two, Four to Six, Nine and Ten.
