Dear Editor,
I have read the many letters in your newspaper complaining about the poor service at the revenue office when attempting to renew a motor vehicle road licence.
I visited the Albert St. office on Tuesday, 24 May, and having observed the very long queuing system I decided to return the following morning at 09.15 hrs and joined the long queue.
I did not get into the building until 13.10 hrs and waited in the heat for several hours. I was seen at 14.05 hrs. Many others, not in the queue and known to the security staff were allowed to enter the building thus negating the purpose of the queuing system
I was then told by the attendant behind the counter that I would have to go to the Smythe St. office as my vehicle registration is not present on their system at Albert St. I pointed out that the licence for 2010 was issued by the Albert St. office and produced the licence for 2010. This was ignored and I was told to return on Friday 27 May 2011.
I am totally amazed that in 2011 we have to waste so much valuable and productive time just to obtain a vehicle road licence. How can this country progress when we lack the imagination to streamline an outdated system? We don’t have to reinvent the wheel or be rocket scientists, but can look at the vehicle licensing systems employed by other countries.
In the United Kingdom, licensing of vehicles takes place throughout the year. For example, if someone takes out a vehicle licence in June 2011, that licence will expire at the end of May 2012.
So the process is continuous and the suffering to the public is significantly reduced if not eliminated. What exists in Guyana is simply back dating of a licence to 01 January which should be illegal.
The Government of Guyana is undoubtedly happy with the present fraudulent system because it does not matter when the licence is purchased as the government gets the full year’s revenue which is grossly unfair to the public and a fraud. A friend of mine bought an unregistered vehicle in October 2007 and had to pay the whole year’s licence fee to use the vehicle on the public road for three months because in 2008 he had to purchase another licence for that current year.
What surprises me is the fact that the public accepts this nonsense and the opposition parties remain totally silent and allow this antiquated licensing system to continue. Come on Mr. Kurshid Sattaur, you can certainly do better as you did not obtain your qualification in a country with a centrally planned economic system.
In order to help my fellow Guyanese and aid development of this country, I am prepared to offer the benefit of my experience, advice and services to you free of cost even though I am aware that my offer would go unnoticed because I do not support the divisive and narrow political landscapes which exist in our country.
