Dear Sir,
The publication of an article in Kaieteur Sports page 29 of 30.04.11 captioned “ Dr Haynes/ ‘Sparrow’ Griffith disassociates themselves from football imbroglio” have attracted my attention, to the extent that out of extreme concern I have decided to question the honesty and integrity of those functioning and attached to the Guyana Football Federation (GFF) executive, by way of this letter.
When it was publicly announced during the last quarter of 2010 that the Annual General Meeting (AGM) would be convened, which in my estimation was contrary to article 8 (a) of the GFA Constitution. “The Honorary Secretary shall give fourteen (14) clear days notice in writing to all affiliated Clubs and the Referees Council of the date, placed and time of such meeting.”
However, I was subsequently informed that a” Special General Meeting “was summoned compatible to article 8. (c) “Shall only be called by the Executive Committee or on request of six (6) first Division Clubs or two (2) Divisional Councils. The reason (s) to be given in writing to the Honorary Secretary shall be clearly set out and only the business for which the meeting has been called shall be discussed”.
Sir, taking into consideration that article 8. (C) was/is applicable, and the given reason was the Elections of Office Bearers of which the GFF was duly informed. Then there would have been no need for minutes of the last AGM, Treasurer’s and Secretary’s Report.
Further to this development that is now coming to the fore of which I am not surprised since vindictiveness compliments of the GFF would unfold unabatedly. That the General Secretary of the GFF performed the duties of the returning officer and had subsequently written the GFA extending his employer’s congratulations upon its achievement. While going a step further to invite them to a general Council Meeting in December, 2010.
So how come after such a lengthy period of time, one now hears the GFA executive is illegal. Meanwhile by what vested authority can the Deputy General Secretary, usurp the powers of his superior to debunk a pronouncement? Was there a vote at the Executive/General Council level thereafter, obtaining the required 2/3 majority as in accordance to parliamentary procedure? It so then the GFA should demand a copy of the relevant agendas and copies of both minutes of the meetings.
In the final analysis someone from the GFF is at fault and should be fired forthwith since trickery seemingly is the order of the day. At the end of the GFA/IMC’s tenure, did they submit an audited financial statement; this comes against the backdrop that in excess of three hundred thousand dollars ($300,000) was collected for affiliation and registration fees! And what of the terms of reference of the IMC, that didn’t achieve its objective within the stipulated time frame of 3 months, and was given 2 additional extensions?
While it was mentioned at the very first General Council Meeting to dissolve the GFA executive, that” the regularization process within Georgetown, when completed would enable the association to have voting rights” within the GFF! By the way is the constitution of the GFF legal, in accordance to the Friendly Society act? Since any amendment(s) made has to be submitted to the Friendly Society who in turn proceeds to have three publications in the Official Gazette, before approving the relevant amendment(s).
