The Educational Television Broadcasting Service (ETBS) Channel 80 which was officially launched on April 1, 2011is to be renamed the Guyana Learning Channel, according to Head of the Presidential Secretariat, Dr. Roger Luncheon.
At his post Cabinet media briefing, yesterday at the Office of the President, Dr. Luncheon said that Cabinet noted the extensive acclaim that the Guyana Learning Channel continues to receive.
He said that the observations by the opposition by the People’s National Congress Reform ( PNCR) were rejected by Cabinet since the introduction of the learning channel was utterly in sequence with the development thrust of the PPP/C administration.
PNCR Parliament, Cheryl Sampson, recently stated that while this initiative may have been a well intended feature in the education system, there are too many unanswered questions. Therefore the Party is calling on the Ministry of Education to revisit the programme content and guide, especially since senior officials of the Ministry, who should be integrally involved, are not quite au fait with the project profile. Cheryl Sampson had said that the officers cannot even provide information about the ‘aims and objectives’ of the project.
When questioned about the Americanization spelling and content of some of the programmes being aired on television, Dr. Luncheon said perhaps in the formation of the private company that would be responsible for the Guyana Learning Channel; it may have some direction about responding to the Americanization of the product being aired.
Dr. Luncheon added that it was not really an issue of children learning American or British English since both seem to be equally accepted.
Sampson also pointed to the fact that Mr. Robert Corbin, in his capacity as the Leader of the Opposition, asked that the project profile be made available for scrutiny at the level of the National Assembly. However, according to Sampson, this request was never granted.
It has also been noted that on a daily basis a number of the old television programmes, quizzes, debates and mathematics lessons are being repeated.
“This clearly indicates that there was not enough planning for the lessons to be aired, there should have been a number of lessons prepared and ready for presentation in order to have a smooth flow”.
The PNC/R Member of Parliament further questioned who is really benefiting from these programmes that are currently being aired.
Dr. Luncheon, however, said that the human resources development and the pursuit of Information and Communication Technology (ICT) development in the national economy and addressing equity using distant learning were all significant objectives of the establishment of the Guyana Learning Channel, which is part and parcel of the developmental thrust of the Government.
