Senior police officials have indicated that they are in the process of clearing the backlog of cases that is stymieing the reinstatement of several interdicted ranks.
This is in response to an article carried in yesterday’s edition of this newspaper, which cited frustration on the part of several interdicted ranks over their long awaited reinstatement, following the dismissal of criminal charges against them.
In some cases the ranks have been awaiting reinstatement for as long as eight years, which according to senior police officials might have been caused by bureaucratic procedures, since although criminal charges were dismissed, departmental charges could still be instituted.
“Sometimes, the DPP will recommend both criminal and departmental charges,” a top ranking police officer explained to Kaieteur News.
However, as in the criminal court where matters take sometimes up to two years, departmental charges could also be delayed for many reasons, one being the paucity of competent sworn officers to deal with them.
He explained that as in the criminal matters that are presided over by persons qualified in the law, departmental charges have to be dealt with by persons who are competent to deal with any legal questions that may arise.
According to the officer, the Force now has enough officers to deal with such matters.
“We are clearing the backlog of cases. I know that it has been cleared to some extent.
The (police) Service Commission has started to identify officers to try matters,” the senior police officer told Kaieteur News.
He explained that unlike in most criminal matters, the statute of limitation does not exist.
But despite delays caused by the red tapes in the system, the officer laid some of the blame on ranks who themselves have been callous.
“Some of them sit down and think that the (departmental) matter will blow over and die a natural death. But this is not so. The delay could affect their reinstatement, and in some cases promotion and their leave.”
