Dear Editor,
As I pen this letter today April 1st, “All Fools Day”, but the following is not a prank. Yet again, the officers at Customs and Trade Administration are still awaiting their overtime payments for December 2010, January 2011 and February 2011.
Based on the mood of the senior officials at Customs and Trade Administration (CTA), they are given nonsensical answers. From all appearance; there is no plan to pay them.
If a taxpayer fails to pay his taxes on time, he is penalized (well, that depends on his connections) but those who are owed by the Guyana Revenue Authority (GRA) are being penalized.
Last December, during the Christmas season, the Commissioner General for the first time in his tenure visited a few locations and thanked the staff for their support. Some felt it was the beginning of a new culture, things were going to change. However, it is the same old, disrespect, threats and intimidation.
Every day, in every section of CTA, the same refrain is heard, “When they going to pay us?” or “Why are they treating us like this?”
It is a unanimous view that the non payment of overtime should not be taken in isolation for there is a big picture in sight. It is no secret that the office of the Commissioner General feels that the overtime expenditure is in their opinion ‘too big’.
Mr. Sattaur, your staff at Customs and Trade Administration is on board with you as you lead Guyana Revenue Authority, but GRA keeps springing leaks when you treat them as if they don’t matter.
It is April already sir, please pay them.
