The Office of the President has approved the payment of US$583,375 to a United States of America company reportedly for the provision of intelligence gathering equipment.
The payment which was approved last December was channeled through the Demerara Bank Limited to the Florida bank account of a company called Phoenix American Technologies at the Sun Trust Bank in Miami.
Pheonix American Technologies established in 1991 and located in Miami Florida, is a leading provider of intelligence gathering systems, offering a broad array of specialised technology and integrated solutions.
The company is registered with the U.S. Department of State to export defence equipment and technology pursuant to the International Traffic in Arms Regulations (ITAR).
PHOENIX has a network of exclusive representatives and affiliate sales offices throughout Latin America. It recommends, counsels and provides training and support for the acquisition of materials and cutting edge technology for intelligence gathering, electronic surveillance and countermeasures.
Its client list includes Military, Law Enforcement and Intelligence Agencies throughout Latin America and Europe specialising in Drug Enforcement Operations, Money Laundering Investigations, Organised Crime, International Terrorism Investigations, Riot and Border/Coastal Patrol.
Of late the Office of the President has been integrally involved in the intelligence gathering process, especially controlling stipend payment to military officers who are part of an elite intelligence gathering unit.
In 2009, controversy arose over the acquisition of a laptop computer, capable of intercepting telephone transmission, from another Florida-based company, which was found in the possession of convicted drug lord Shaheed Roger Khan.
During testimony in the trial of Khan’s US attorney Robert Simels, documents revealed that the Guyana Government through one of its Ministers had allegedly approved the purchase of the sophisticated spy laptop.
The government denied that it had authorised the purchase of the equipment although Khan publicly stated that he had assisted the government in the fight against crime.
A recent memorandum from the Office of the President detailed the latest payment for the intelligence gathering equipment.
