…Police says file with DPP
Close to three weeks after severing the arm of a man, 70-year-old squatter Milton Payne has not yet been charged. And residents are not too pleased with the situation.
Payne, a PPP activist and former Mirror newspaper vendor, has been occupying a Government reserve in the Vryman’s Erven/ Smythfield area for a very long time. He allegedly severed the left arm of Ray Anthony, 25, called ‘Rambo’ a drug addict of Angoy’s Avenue who was allegedly caught on the plot of land, he Payne occupies.
The chopping occurred on Friday March 4, but has not been charged.
He was arrested and subsequently released on bail some three days later since the police claimed that the stipulated 72 hours detention time had elapsed.
Since then nothing has happened, and residents are saying that the man is using his political connection to stymied police action.
The police had claimed that they were waiting to take a statement from the injured man who was in the Georgetown Public Hospital. That statement was taken close to two weeks ago.
The latest word is that the file is with the Office of the DPP for advice and until that time nothing could be done.
However, residents are saying that the time is too long and that they smell a cover up since Payne had boasted about his political connections.
Anthony was confronted by Payne and his son on the plot of land and maimed and left in the bushes.
He was found by the police after some time and rushed to the New Amsterdam Hospital, where doctors immediately referred him to the Georgetown hospital.
Residents said that since the incident the police have not visited the area to conduct any follow up investigation. They said that Anthony was a regular visitor of the man and would pick coconuts for him.
Payne was featured in the Kaieteur News as the person who was spraying dangerous chemicals on the farm on the Government reserve which caused nearby resident to fall sick.
