There is the vexing question of non-upliftment of voters ID cards before the nation for some significant period of time now.
This is an unacceptable state of affairs in a fledgling democracy that Guyana is and those in charge at GECOM are accountable for this state of affairs. Is this due to a lack of funds to take the kind of initiative to address this appalling situation vis-a vis the non-upliftment of voters’ ID cards?
I would suggest among pertinent measures the following remedial actions:
1. Initiate the use of postal vehicles to the critically affected areas accompanied by a published list of names, date and time of distribution of voters ID cards in all sections of the printed press.
2. Generate a list of outstanding voters ID cards by registration officers in every affected district and ensure a fair remuneration to the registration officers employed in this exercise. They are the best persons in Guyana to attempt to get these cards issued, because they were the persons in direct contact with these individuals at the time of registration.
3. GECOM must publish a complete list of outstanding cards in all sections of the printed media for maximum exposure and effect.
4. Posting of list of names at central points in each administrative district for adequate viewing by the public.
5. If relatives come forward and identify an individual family who might be involuntarily out of the district due to work, dislocation etc appropriate measures can be put in place to address these concerns and expedite the issue of the voters ID card.
These five measures among others must be initiated in a sequential manner for best coordination.
This way the wider community can get voluntarily involved in getting out neighbours and friends whose names appear and help to drive the process along.
No amount of the peoples’ tax dollars must be spared to deepen the transparency of the electoral process in Guyana – of course with adequate accountability.
Anything less amounts to “shenanigan” and this is surely a thing of the past never to haunt the Guyanese electoral process again. We are done with that!
