A representative of GuyCo Construction and General Services, as well as Romel Jagroop, yesterday inked contracts for the upgrade and repairs of the roads between First and Sixth Avenues in the new Diamond Housing Scheme.
The signing was witnessed by members of the community, the Acting Neighbourhood Council Chairman, Mr Doodnauth, as well as Housing Minister Irfaan Ally among others.
Omar Bispat will be the Project Engineer for the $130M first phase of the project, which is intended to rehabilitate all of the roads in the country’s largest housing scheme which has over the years seen rapid development and appears destined for township status.
The main roads will be covered with asphaltic concrete and the seven cross streets will be done using double bituminous surface treatment
Doodnauth in an emphatic plea to the residents stated that it is up to them to monitor and ensure that the project is done to specification as they have undertaken to have the requirements of the contractor circulated among residents.
He spoke of a scenario with which they could help, adding that over the years persons would mix cement on the roadway causing the vehicles passing by to resort to driving on the shoulders of the road, thus destroying the road in the process.
Doodnauth stressed that the NDC cannot be running to the government every year or two for finances to rebuild the road, as a result denying development in other areas of the country where taxes are also paid.
Housing Minister Irfaan Ally in his presentation said that he was pleased to be in the community this early in the year to deliver on a commitment that the government had made in the last quarter of 2010.
He said that they look forward to working with the community to ensure that the area is developed into a model scheme for the rest of the nation, adding that already there have been extensive investments in the area.
The Housing Minister said that as it relates to the upgrading and rebuilding of the roads in the community, they will continue on an agreed upon criteria, namely a 75 per cent occupancy rate for the section of the housing scheme.
He assured residents that they are working on a number of initiatives for the community, including an alternative access road, for which they will in the near future hold consultations with the community as it relates to the design.
He said that he wanted the community involved so that there would be a sense of ownership and as such the residents will ensure and monitor the projects so that there is value for money.
The Minister said that for phase one of the project some 1,450 households will directly benefit.
