Minister of Home Affairs, Clement Rohee, yesterday announced that arrangements have commenced for the formulation of a new five-year Drug Strategy Master Plan, to build on the work that commenced under the Drug Strategy Master Plan 2005-2009.
According to Rohee, of the 36 recommended programmes under the old plan, 33 were implemented, while 15 are “ongoing.”
Rohee said that 25 recommendations which emanated from a Narcotics Trafficking are being studied for possible implementation, “as far as practicable.”
The conference was organized by the Ministry, in collaboration with the Inter-American Development Bank (IDB). It brought together local and international experts and other key stakeholders. It was aimed at providing the Ministry with some additional ideas in the development of strategies to combat the drug trade.
At that meeting, Rohee said that the profits of the drug trade are being used to support money laundering and terrorism. He said that the proliferation of drugs in a society affects public health, promotes money laundering though its profit margin, threatens political stability by exacerbating corruption and affects a country’s national security by financing crimes.
Minister Rohee said that it is the view of Government that there should have been greater multilateral, financial, technical and intelligence cooperation in the implementation of the 2005-2009 National Drug Strategy Master Plan (NDSMP) and the more general fight against drugs in Guyana.
The Guyana Police Force, during 2010, partnered with the Ministry of Health, in its Drug Demand Reduction Programme. This was in addition to similar activities that were independently undertaken by the Force to stem the use and trafficking of illegal drugs.
The Police in 2010 seized over 71 kilograms and 132 persons were arrested and charged for offences related to the possession/trafficking of cocaine.
The Guyana Police Force also seized 191,877 kilograms of marijuana in 2010. A total of 537 persons were arrested and charged for offences related to the possession/trafficking of cannabis, in 2010.
In the previous year, 183,198 kilograms of cannabis was seized by the Guyana Police Force, while 465 persons were arrested and charged, for offences related to the possession/trafficking of cannabis.
In 2010, eradication exercises were conducted by the Guyana Police Force on 61 cannabis fields in the country, totaling 97 acres, with cannabis plants weighing approximately 185,221 kgs.
“This is an indication that the Force has been very busy in implementing its narcotics strategy,” Rohee stated.
