UN’s Intl. Year for People of African Descent…
At the bequest of several African organisations throughout Guyana, the largest African groupings met on Saturday last to discuss the Guyana Government’s Programme for the United Nations International Year for People of African Descent.
This resulted after there were two prior postponements of the Programme’s Launch and a new “launch” date is now next Sunday.
At the meeting, which was attended by 12 organisations, including one that represents 16 groups, several resolutions were unanimously approved.
One such resolution records the displeasure with the process used to create the Government’s Programme as it did not properly consult with major African groups, organisations and stakeholders in Guyana.
They agreed to recommend to the Government of Guyana to postpone the current 16 January “launch” date until a mutually agreed upon National UN Year for People of African Programme is established.
They are also asking all African organisations to support a process in which there is full and informed consultation with all major recognised African organisations.
The grouping wants to create a Committee that is mandated to immediately meet with Dr. James Rose and the Ministry of Culture, Youth & Sports by tomorrow to receive a copy of the Government approved “Year for People of African Descent “Programme and Budget and to be informed of the role and funding of the United Nations in the Year’s activities.
The meeting also decided to have a group liaise with African organisations throughout Guyana to receive their input as a process to reach a mutually agreeable programme for Guyana.
The meet also welcomed and affirmed that the UN Year for People of African Descent was a very important International event and embraced the proclamation which had three distinct elements.
The grouping also “Encourages Member States, the specialised agencies of the United Nations system, within their respective mandates and existing resources, and civil society to make preparations for and identify possible initiatives that can contribute to the success of the Year…Requests the Secretary-General to submit to the General Assembly at its sixty-fifth session, a report containing a draft programme of activities for the Year, taking into account the views and recommendations of Member States, the United Nations High Commissioner for Human Rights, the Committee on the Elimination of Racial Discrimination, the Working Group of Experts on People of African Descent of the Human Rights Council and other relevant United Nations agencies, funds and programmes, as appropriate.”
