– Minister Baksh insists
Education Minister Shaik Baksh in a statement issued yesterday has implored regional heads of department to adopt a results-oriented approach in the execution of their duties so as to negate criticisms from the public.
The Minister’s appeal was made at the opening of a one-day workshop with the officials at the National Centre for Educational Resource Development (NCERD).
The meeting focused on critical aspects of progress made in reaching key objectives of the Ministry’s 2008-2013 Strategic Plan as well as the challenges and measures that were engaged to overcome challenges.
Baksh emphasised the need for effective supervision of the education system and strong leadership on the part of head teachers to ensure programmes are efficient and value for money is attained. He pointed out that while many head teachers have been making concerted efforts to improve the performance of their school, others have not been up to the task in terms of proper supervision and implementation of programmes, despite numerous workshops and seminars on these matters.
The attitude of the latter, the minister observed, has been the primary cause of failure of their school to perform at an acceptable standard. Here is where, Baksh said, that respective regional education officials have to zoom in to the problem and offer guidance and support to these head teachers, noting that their frequent visit and hands-on supervision of schools will significantly reduce the laxity in the school system.
He also stressed that poor performance of students at any given school must be a signal for action and regional education officials have to play their part in these cases.
The minister underlined that his ministry has recognised the major challenges in the school system, has implemented measures to overcome them and wants to see improvements from the investments made.
This improvement, he said, can be accomplished through better parent-teacher-community relations. Baksh also noted that his ministry has adopted a culture of evaluation to measure the progress of programmes, their weaknesses, and make provisions for their effective delivery.
He stressed, too, the need for regional education officials to bridge the communication gap between central ministry and their region, even as he noted that his ministry welcomes the debate on education issues in the media.
Moreover, there has been a misunderstanding about some educational programmes. This situation, the minister said, has to be corrected, and he pointed out that his senior officers will have to have a stronger presence in the various forms of the media to expound on policy and related matters.
Baksh asserted that at the end of the day, all education officials and teachers are involved in the process to transform the education
system and they should make a genuine effort to bring about positive changes.
Regional officials also stressed the need for head teachers to be more accountable for the learning outcomes of students of their school, noting that their failure in this regard represents a defeat of the purpose of the many workshops and seminars they have had with them to improve the performance of their school.
During the one day caucus, the officials focused on strategies to improve literacy and numeracy, the results of Mathematics and English at the Caribbean Secondary Education Certificate (CSEC) examinations, the remediation and TVET programmes as well as the six-year secondary education programme.
They also looked at the challenges and outcomes of supervision and implementation of education policies.
