…would depend on funds being made available – Clarke
General Secretary of the Peoples National Congress Reform (PNCR) Oscar Clarke says that he does not believe that the persons that will be nominated for the post of Presidential Candidate would have a problem with public debates.
Clarke said recently that where the problems lie is the fact that the party could not afford to hold such events, should the funds be made available to the party, the public debates could very well be a possibility.
Leader of the party, Robert Corbin who has ruled himself out as a candidate, said that he is in receipt of a letter that was addressed to him to fund such debates.
He pointed out, however, that this offer was made a long time before the party had even decided on a process in identifying the likely candidates.
“Nothing is ruled out,” he said. At that time the party couldn’t focus on public debates when the identities of candidates were not known.
Had the party made such a decision, Corbin said that would have meant that they were making decisions before the membership knew the candidates.
The Opposition leader said that as long as the candidates are identified, then any option could be explored within a practicable time frame.
It has already been established that in January there will be town hall-styled meetings held across the various regions, where the Candidates can present their case to the wider membership.
There has already been some level of campaigning by some individuals who have signaled an interest in the post of presidential candidate.
Winston Murray, who is currently on a life support machine, had announced his interest in vying for the post at a meeting in Leguan and prior to his hospitalisation, had started his campaign to secure the post.
Retired Brigadier David Granger had also indicated his interest in the post and there was a significant level of publication based on his decision.
Basil Williams, the Vice Chairperson of the party, as well as Central Executive Member Dr. Faith Harding, had also announced their decision to campaign for the post of Presidential Candidate. The party has approved the process by which the Presidential Candidate will be identified.
Clarke said that on December 4, all party groups would meet to make and formally document their List of Nominees for the Party Presidential Candidate.
He said that from December 5 to December 12 all Regional Secretaries must receive the Group Nominations and convene a Special Extended Regional Committee meeting. A representative from each of the groups that submitted nominations will attend to formally agree and document the Regional List of Nominees.
He said that where no functioning Regional Committee exists, the Party Group Chairman or Secretary will send the Group Nominations, in the specified format, directly to the General Secretary.
According to Clarke, by December 18, 2010 all Regional Secretaries must submit their Regional List of Nominees, endorsed by all of the Group delegates attending the Special Extended Regional Committee meeting, to the Party’s General Secretary.
By December 22, the Party’s General Secretary will prepare a National List of Nominees.
All Nominees will be asked to formally notify the Party’s General Secretary, in writing of their acceptance of the nomination. Those that accept their nomination will be required to submit curriculum vitae, along with a brief biographical presentation to the Presidential Candidate Process Committee. The Committee would then prepare a list of the nominated candidates for submission and approval of the Central Executive Committee.
By December 30, the PNCR would publicise the approved List of Nominees for the Party Presidential Candidate. He said that between January 3 and January 31, 2011, as far as practicable, the Party will convene, at regional venues, countrywide, Town Hall style meetings, to be addressed by the nominees for the Party Presidential Candidate.
Finally by February 19, 2011, the party will convene a Special Congress, to elect the PNCR Presidential Candidate for the 2011 National Elections.
