Dr. Compton Bourne, 67, Chancellor of the University of Guyana, failed to achieve a third five-year term as President of the Caribbean Development Bank when he lost out to Dr. William Warren Smith who, along with two others, challenged him for the top post of the prestigious Caribbean institution.
Had Dr. Bourne succeeded, he would have joined William Demas, former CARICOM Secretary-General and Sir Neville Nichols, the only two presidents to have earned three consecutive five-year contracts.
Dr. Smith becomes the first Jamaican national to occupy the post. All 22 members of the Bank’s Board of Governors attended the meeting chaired by Mary King, Minister of Planning and Social and Economic Planning in the Government of Trinidad.
Dr. Smith secured all 22 votes. Dr. Smith currently holds the post of Vice-President of the Bank.
Dr. Smith was endorsed by his home country, Jamaica, and Bourne by Guyana. The crucial factor in the equation was Trinidad’s support for Smith.
Dr. Bourne is in Guyana where he presided over the Annual Business Meeting of the Council of the University of Guyana last Friday.
It was at that meeting, that Dr. Bourne submitted that the University accepts the report on the conduct of the Evan Persaud which recommended his reintegration into the university system.
Dr. Bourne is slated to return to Guyana. He is building his home in what in common parlance is referred to as Pradoville 2, behind the Sparendaam Police Station.
