Established under the umbrella of a National Disabled Persons Network (DPN) which is headquartered in Georgetown, there are six Regional Disabled Persons Networks designed to look at the concerns of people living with disabilities in Guyana.
The National DPN was recently constituted as a non-governmental organisation and according to Leon Walcott, who is affiliated with the body, the first ever General Assembly of DPNs is slated to occur on Friday at the Critchlow Labour College, Woolford Avenue, Georgetown.
Regional networks have been setup in Region Two (Queenstown, Essequibo), Region Four (East Bank Demerara/Diamond/East Coast Demerara), Region Five, West Coast Berbice (Seafield), Region Six (New Amsterdam, Berbice), Region Seven (Bartica).
Three of the six DPNs lack adequate accommodation for gatherings and activities, according to Walcott. In particular, for persons with disabilities, an “appropriate home” is important, he noted, adding that DPNs with no or inadequate venues are in: Region Seven, Region Four, and Region Six.
Walcott noted that in Regions Two and Four, DPNs are able to use the accommodation of the regional Community Based Rehabilitation Resource Units, which were co-financed by the Government. However, in Region Five, the Government intends to financially support an adequate extension of the building in which the Unit meets. According to Walcott, all DPNs contend with transportation costs, thus there is an urgent need for a yearly subsidy to transport their members to meetings and activities of the DPN.
In Region Five, the situation has been tremendously improved by an annual Governmental subsidy for transportation costs of members to their Unit, Walcott said.
The characteristics of the DPNs include cross disability which does not only target a specific category, but ensures that everyone with a disability can become a member, regardless of the nature of their disability, according to Walcott.
At the regional level, DPNs often serves as the only organisation of disabled persons in the region, while at the national level they have a six-region range. And these networks, Walcott said, have two main kinds of activities: advocacy and awareness-raising about disability in the Guyanese society and the organisation of activities for members in areas of social, sport, health, education and livelihood.
