Guyana’s Head of State Bharrat Jagdeo, who is also the current Pro Tempore President of the Union of South American Nations (UNASUR) says that he will be using the organisation to seek to create a new global financial architecture that is sympathetic to and recognises the concerns of developing countries.
Jagdeo was speaking to media operatives following the recently concluded fourth UNASUR Summit, which was held at the Guyana International Conference Centre.
Jagdeo said that during his tenure he will be seeking to maintain the continuing economic growth in South America by creating, “our own economic regional framework.”
He said that this new framework will be guided by a model that is, “indigenous…home grown” and will be a model of economic development that will not be dictated from abroad.
Jagdeo says that the work of UNASUR must be used to ensure that people have a better life through social development in housing, health and education among other social services.
He said too that, “we should use UNASUR to reform the United Nations, particularly the Security Council as well as the World Trade Organisation.
The President said that during his tenure he will not only focus on new things but rather will continue the work already done and to implement the initiatives.
He said that at the helm of UNASUR, he will try to expand the “international reach of our organisation.”
UNASUR is an intergovernmental union, integrating two existing customs unions: Mercosur and the Andean Community of Nations, as part of a continuing process of South American integration. It is modeled on the European Union.
The UNASUR Constitutive Treaty was signed on May 23, 2008, at the Third Summit of Heads of State of South America, which was held in Brasília, Brazil.
According to the Constitutive Treaty, the Union’s headquarters will be located in Quito, Ecuador. The South American Parliament will be located in Cochabamba, Bolivia, while the headquarters of its bank, the Bank of the South is located in Caracas, Venezuela.
On 4th May 2010, at an extraordinary Heads of State summit held in Campana, former Argentine President Néstor Kirchner was unanimously elected the first Secretary-General of UNASUR for a two-year term, providing Unasur with a defined political leadership on the global stage.
He has since died and though it was slated for discussion during the fourth Summit held in Guyana recently, a replacement is yet to be identified.
This new office was conceived as a first step towards the establishment of a permanent bureaucratic body for the supranational union, eventually superseding Mercosur and CAN political bodies.
Although the Secretariat headquarters was originally planned to be located at Quito, Ecuador, it was reported that it will probably start operating at Buenos Aires, Argentina.
