Minister of Foreign Affairs Carolyn Rodrigues-Birkett, yesterday said that the Venezuelan Ambassador has confirmed that Hugo Chavez will be in Guyana come November 26 for the UNASUR (Union of South American) Summit.
It was pointed out that Brazil’s Luiz Inacio Lula Da Silva, Chilean President Sebastian Pinera and Ecuadorian President Rafael Correa have all to date confirmed their attendance.
While it is not confirmed as yet, Surinamese President Desi Bouterse among several other South American heads are expected for the historic meeting. Guyana will assume the presidency of the grouping at that meeting.
The Ecuadorean Foreign Affairs Ministry which holds the “pro tempore” presidency of UNASUR, recently said that with the ratification by Suriname, UNASUR now has eight members that have consolidated the ambitious political and defence initiative.
Ecuador said that it would like to have nine countries ratify the founding charter so that the regional organisation can have legal force by November 26, when Quito will be handing the presidency of UNASUR to Guyana.
The summit is also expected to consider names for Secretary General of UNASUR, following the recent death of former Argentine President, Nestor Kirchner who was the first person to hold the post.
Among names under consideration are three former presidents: Michelle Bachelet from Chile, Tabare Vazquez from Uruguay, and Brazil’s Lula da Silva who steps down next January.
No decision is expected at Georgetown since the nomination demands a long consensus process.
UNASUR is an intergovernmental union integrating two existing customs unions: Mercosur and the Andean Community of Nations, as part of a continuing process of South American integration. It is modeled on the European Union.
The UNASUR Constitutive Treaty was signed on May 23, 2008, at the Third Summit of Heads of State, held in Brasília, Brazil.
According to the Constitutive Treaty, the Union’s headquarters will be located in Quito, Ecuador. The South American Parliament will be located in Cochabamba, Bolivia, while the headquarters of its bank, the Bank of the South is located in Caracas, Venezuela.
