I was reading an article in the Kaieteur News on the problems affecting Region Four and would just like to share a view. I am a former councillor and also chairman of the works committee.
On page 24 where the article continues it states that the Engineer is to issue a copy of the Bill of Quantity to the Works Committee Chairman and the Chairman is to visit the worksite.
Mr. Editor, I don’t know if that is the new system currently being used, but just to say what happened prior to the last election when I was involved. It goes like this; after a tender has been awarded the REO/Chairman of the Tender Board/Clerk to the RDC gives a copy of the contract to the Works Committee.
This Committee is made up of the following persons; The Regional Engineer or his Assistant, a member of the Regional Sub Treasury and members of the political parties represented on the RDC.
Now I have outlined all of the above to explain the following: at all times there is a connection between the various tiers of the system. And this makes sure there is check and balance in the system. The Clerk is accountable to the RDC and is answerable for the monies budgeted to the Council, because he is also the Chief Accounting Officer.
He is also the Liaison person between the Councillors/Committees and the various staff members. The Engineer is the technical person, whose presence is always required to channel any complains persons on the Committee may have. And the member of the Sub Treasury makes sure that the public funds are properly accounted for.
So whenever a contract is issued the entire Committee has to visit to verify the works are done according to specification before monies are paid. This is just to ensure transparency and proper accountability.
