Dear Editor,
I am responding to article captioned, “Rural Constables were operating outside their jurisdiction” carried in Kaieteur News, October 8, 2010.
I refer to the above article and, while I am not au fait with the actual incident, I wish to make some comments regarding certain general statements within the article.
Firstly, it seems unusual for Rural Constables (RCs) patrolling to be “under the influence of alcohol”. I suppose the appropriate tests would have been done to substantiate the claim since RCs on patrol should not be under the influence of alcohol (or illegal substances).
It would be of great value if “…..standing orders, which mandate(s)…..” can be identified and be published as a service to the public.
More specifically however, I take issue with two items in the article:
i. An RC is so designated after he/she would have taken the same oath as a regular rank of the Guyana Police Force (GPF) and is therefore, de jure, a member of the GPF. This fact seems lost on the regular police officer.
In effect, a Community Policing Group (CPG) on patrol with an RC on board satisfies the “Standing Order” in so far as it relates to CPG patrols.
ii. The source at the Kitty Police Station who alleged that “….they refuse to work with uniformed ranks” may do well to remind himself/herself that the excuse, “ is only one rank at the Station” seems to be a pre-recorded response when the public needs the assistance of the police.
Very often, CPG patrols are asked for help.
It has been my personal disappointing experience in my involvement with CPGs’ efforts to face down ranks at police stations who display a hostile attitude to CPG members.
This hostility is what has thrown up barriers between regular ranks and CPG members, and not the other way around. That “source” at Kitty Police Station may be one of the rare exceptions who would readily respond to requests for uniformed ranks to accompany CPGs on patrols. Good for you!
Finally, I would have expected the leadership of the CPG National Body or the Divisional Body to have picked up on this article, particularly because of its capability to de-motivate hard-working RCs and CPG members who, incidentally, do voluntary service, but may be “skinning the runnings” of certain members of the Police Force.
