The National Assembly will today remerge for its first sitting after coming out of recess on October 10 last.
The first matter to be addressed in the House today will be a question posed to the Minister of Local Government and Regional Development by Dr John Austin of the People’s National Congress Reform as it relates to with held Government subventions.
Dr Austin is seeking to have the Minister tell the National Assembly why the subvention was withheld for the latter part of 2009 and the first part of 2010 from the New Amsterdam Municipality.
He is also seeking to have the Minister inform the House as to why the money was withheld for the first part of 2010 from the Municipalities and Corriverton.
Minister of Legal Affairs, Charles Ramson, is slated to table for the first reading the Judicial Review Bill.
Judicial review is said to be the doctrine under which legislative and executive actions are subject to review, and possible invalidation, by the judiciary.
Specific courts with judicial review power must annul the Acts of the state when it finds them incompatible with a higher authority, such as the terms of a written constitution.
Judicial review is an example of the functioning of separation of powers in a modern governmental system (where the judiciary is one of three branches of government).
This principle is interpreted differently in different jurisdictions, which also have differing views on the different hierarchy of governmental norms.
As a result, the procedure and scope of judicial review differs from country to country and state to state.
Minister of Home Affairs, Clement Rohee, will be moving to have the second and third readings of the Training Schools (Amendment) Bill.
Rohee will also be moving the second reading of the Juvenile Offenders (Amendments) Bill as well as the Intoxicating Liquor Licensing (Amendment) Bill.
Ramson will also be moving the second reading of the Criminal Law (Offences (Amendment) Bill.
Prime Minister Samuel Hinds will be seeking affirmation of the Public Electricity Supply (Amendment) Regulations.
