An Open Letter to Police Commissioner Henry Greene

Dear Commissioner,
I wish to extend my appreciation, and that of a grateful nation, to the courageous police officers who were involved in the recovery of a cache of stolen and illegal firearms in Berbice, as reported in Kaieteur News and Stabroek News on September 23.
As a patriotic Guyanese, and one who is very concerned about the escalating crime rate, I believe these police officers and those who risk their personal safety every day to rid our communities of illegal guns, need to be recognized and rewarded for their commitment and dedication to service.
As such, I am requesting your authorization to form a committee that will offer financial incentives directly to those police officers involved in the recovery of stolen or illegal firearms. This is what I propose:
1. With the formation of this proposed “Incentives Committee for the Recovery of Illegal Firearms”, the committee will award US$100 for every illegal or stolen gun that is seized/recovered by the Guyana Police Force.
2. Because the incentive offered is meant to reward good policing, the money goes directly to those police officers involve in the arms bust. This means that the three police officers involved in the recent recovery of the two AK-47s, one Uzi 9mm semi-automatic pistol and one 12-gauge shotgun at Adelphi, East Canje, will receive a total of US$400 to divide among themselves, while the ranks involved in the seizure of the 12-gauge pump action shotgun from a farmer at No. 35 Village, Corentyne, will share US$100 for the one gun recovered.
3. The money, along with specially designed certificates for bravery from the committee, will be sent to you for presentation to the deserving police officers. However, in order to protect the integrity of the process, the money will only be paid after the firearm seizure has been published in the newspapers and the perpetrator of the crime has been formally charged and brought before the courts.
4. In recognition of the extraordinary intuition and good police work, putting their own personal safety at risk, this incentive, once approved, will be paid retroactively to the officers involved in all of the seizures reported on September 23, 2010.
I hope that this programme will somehow reward dedicated law enforcement officers , for going the extra mile to protect the citizens of Guyana from the scourge of gun violence.
In addition, I urge you, Sir, to do some research on the very successful “Gun BuyBack Programme” designed to take illegal firearms off the streets of New York. If implemented here, I feel sure this program will realize a similar degree of success.
