“Wake up! Commissioner Greene,” said People’s National Congress Reform Member of Parliament, Dr George Norton, in his closing statement yesterday after questioning whether the Guyana Police Force is truly capable of handling serious crimes in Guyana.
Dr Norton said that Commissioner of Police, Henry Greene, during his most recent press briefing, informed the nation that as at last week Sunday there were 97 reported murders, which is a frightening 20 more than the corresponding period last year.
He said that the inability of the Guyana Police Force to deal with the increasingly bold activities of the Narco-barons in Guyana, was fully exposed by the daring, well organised and brutally executed murders at Cummings Lodge.
Dr Norton reiterated that the Commissioner stated that based on results of the investigations conducted, so far, on the twenty-two 7.62 x 39 shells; six 9 mm shells ; five 9 mm warheads and one 7.62 x 39 warhead, investigators say that none of the weapons was used at previous crime scenes.
He said that the Commissioner reported to the media that the killing of five people in Cummings Lodge was punishment for stolen cocaine and that their deaths have pushed up the number of executions to nine compared to two for the same period last year.
“The Commissioner proudly informed the media that one the three men had collected nine kilograms of cocaine, originating from Venezuela, to be handed over to a “certain group”, but only two kilograms were handed over. He claimed that someone reported that the seven kilograms were seized by the police…It is instructive that Commissioner Greene pathetically said that he could not say to whom exactly the cocaine was consigned and whether Venezuelan authorities have been contacted for help in solving the crime.”
He said that following the Commissioner’s Press Conference several other murders have occurred, including the murders of Dexter Gasper; Sheema Manger and Deon Stephens, pushing the murder rate over the 100 mark.
He said that what is even more frightening than the horrific figures is the continuing reality that the, “Jagdeo regime and the Commissioner of Police are hopelessly short on plans and strategies to combat our deteriorating public security.”
He said that his party, for years in the National Assembly, at Press Conferences and at other fora, had urged the administration to, among other things, adopt a proactive, rather than a reactive, approach to public security.
He stated that an example that would make a difference is for the government to make “E” and “F” Divisions separate police divisions with increased manpower and with their headquarters within the respective Divisions, rather than at Rabbit Walk in Georgetown.
“The Jagdeo Regime and the Commissioner of Police have, not surprisingly, resisted these most rational recommendations.”
Dr Norton says that whenever brutal robberies or murders occur in the hinterland divisions, the latest being the robbery/murder in Bartica, the Police Force is constrained to shuttle police from Georgetown to the affected areas, losing
precious time in the process.
“The PNCR wishes to remind all Guyana that the duty to protect its citizens is the primary responsibility of the Government of the day…This right to protection is the right of every citizen and must never be accepted as a privilege to be bestowed on any person or class of persons by the Jagdeo Regime or the Guyana Police Force.”
Dr Norton suggested that rather than performing summersaults defending the indefensible Minister Kellawan Lall, the Commissioner of Police, as a servant of the people of Guyana, and not just the servant of the Jagdeo regime, should concentrate on genuinely leading his Force in the solving of the hundreds of unsolved crimes committed on Guyanese from all walks of life.
He posited that the Commissioner’s intelligence must have by now told him that the GPF has little credibility with the public.
“The Guyanese citizenry is tired and fed up with catch phrases like ‘we have evidence as to who may be involved’ or ‘we are working on several leads.’”
Dr Norton charged that the people of Guyana want to see mounting evidence that the perpetrators of crimes have been apprehended and successfully brought to Justice.
