Dear Editor,
Clearly, one can see that there is no goal set when it comes to the supply and demand of this life saving commodity, or if there is, then someone is sleeping on the job.
Without significant attention to the long-term security of HIV/AIDS commodities and the systems to manage them, Guyana will not meet its stated national goal and indicators, and will leave hundreds of people living with HIV/AIDS without the services and commodities that they so desperately need.
This outrageous or deliberate mistake indicates that insufficient attention is paid to accurate information forecasting and quantification of the demand for ARVs, efficient procurement, and effective in-country supply chain and delivery systems, all critical for ensuring the products actually reach the clients.
To ensure the uninterrupted availability of HIV/AIDS commodities at all service delivery points for the medium- to long-term — a condition referred to as commodity security — there must be a functioning supply chain that manages the continuous flow of quality products from manufacturer to port of entry and through the in-country distribution system to the consumers. It would appear that the Minister of Health and his team at the National AIDS Programme Secretariat may have not heard of Commodity Security, hence the dilemma being faced by hundreds of persons living with HIV. In short, people will die.
I call upon the sleeping opposition and members of civil society to call on Minister Ramsammy and Dr. Shanti Singh Anthony to be held accountable for this sad state of affairs, which will have serious long term implications for Guyanese and the country. I call upon the donor community to review its engagements with Government and to see if it is getting its value for money, and having lives saved. Donors must now engage independent technical agencies to provide the commodity and service delivery to those who are infected and affected by HIV/AIDS.
