Head of the Solid Waste Management Unit, Clinton Urlin, says garbage collection around the city has been challenging since the withdrawal of service by the contractors.
Noting that the municipality has not been able to maintain the level of collection, it has nevertheless been able to move 30 per cent of the waste generated with whatever equipment the municipality had available.
Urlin says that the entrepreneurs who have been using carts to collect household garbage have been helpful in some ways. A significant number of these persons have been bringing the waste to the disposal site but he admits that there are reports that some of these persons are dumping the waste indiscriminately.
Urlin has appealed to citizens to help the municipality by policing the system.
Another way citizens can help is to avoid having the collectors collect the waste at night, because this is the time when there is nobody around and when unscrupulous persons dump the waste anywhere.
Explaining that there are more than 20 persons who have capitalised on the venture, Urlin reiterated that if persons facilitate the collection at night it is more likely that waste would be dumped in the wrong places.
While these entrepreneurs are assisting, the municipality has been utilising its equipment on a regular basis in areas around the city, and is trying to have a fortnightly collection put back in place with the available equipment.
Urlin says that if this happens, then residents can look out for the system to be in place, adding that even when discussions are resumed with the contractors, this is the direction in which the municipality is headed.
Admitting that it is not the ideal solution given the increased population and economic activity in the city, consideration has to be given to the financial constraints faced by the municipality.
But the job is getting done slowly but surely he said, pointing out the nature of the equipment owned by the entity was and is different from what the contractors used.
Urlin said there were no trucks in the municipal system, but the disposal unit did take care of essential services such as hospitals, abattoirs and markets.
“We have sought in this year’s budget, to make provisions to re-equip ourselves to later deal with some aspects of waste collections. Under the Japanese grant project, we purchased one truck for waste collection,” said Urlin, adding that that truck is currently being examined for mechanical problems; however the plan is to acquire more trucks this year.
As Head of the Solid Waste Management Department, Urlin urges residents of the city to do things that would reduce the generation of waste. Simple things like filling a bottle at home with drink or water to take to work would prevent the need for purchasing a drink or bottled water and dumping the container in the trash. Using glasses, plates and silverware at functions would reduce the amount of food boxes and sanitary cups being dumped.
