A Customs processing facility that allowed importers and exporters to fast track containers’ clearance and other shipped perishable goods has been discontinued, the Guyana Revenue Authority (GRA) announced yesterday.
Citing abuse, GRA in a notice published yesterday in Kaieteur News disclosed that its decision to restrict the Prior To Processing (PTPs) was due to a large number of “outstanding unperfected” declarations.
According to GRA, significant improvements have been made in the processing of Customs Declarations which instead of days now take less than three days.
Exceptions to the new conditions for PTPs can only be determined by the Commissioner-General, the entity stressed in the notice.
GRA has already six sectors which can use the facility but these will have to apply to the Tax Exemption Processing and Verification Unit, GRA Lamaha and East Streets.
Those shortlisted include government ministries, hospitals, government projects, the diplomatic community, exporters of gold, rice and bauxite and the mining sector.
GRA has been working with the Private Sector Commission to reduce the delays at Customs House for persons who previously benefitted from the PTP system.
Already, GRA said it has moved to establish an “Expeditor Desk” to further speed up the processing of entries.
“For importers of perishable goods, a request may be made to the Commissioner-General for the establishment of a Permit For Immediate Delivery (PID) facility: however a bond must be established in accordance with Customs Regulation 50 (2) made under Section 275 of the Customs Act, Chapter 82:01.”
Earlier this year, GRA had admitted before a Parliamentary Committee that it is still working with a number of local businesses which cleared goods under the PID system but still have not met the follow-up requirements.
The entity had been using the PTPs and PID system to ensure that perishable drugs, important equipment and spare parts, in addition to food, are cleared in a speedy manner and not left on the wharves, jeopardizing operations.
