This letter is in response to an article dated June 27, 2010 by Minister Nadir.
A Cooperative Society is a legal entity formed by members out of a common need, people who own and control their Organization. The society is registered by the Chief Cooperative Development Officer who has the legal authority in keeping with the Cooperative Society’s Act Chapter 88:01 and only he have the authority to dissolve the society.
The general meeting of member is the supreme authority in making decision on behalf of the society.
The Annual General Meeting of the society is held after the books of the society have been audited by an Auditor appointed by the C.C.D.O. who has the legal authority to do same.
After the report is submitted to the C.C.D.O. it is vetted and released to the society for it to make all preparation to hold its Annual General Meeting.
Decisions made here are voted on and majority decisions are final.
The Society may appoint a Manager if necessary to manage its affairs in keeping with a planned programme and policy decisions.
I therefore find it total unacceptable and a clear violation of the powers vested in the C.C.D.O. and the cooperative society Act and regulation for the Minister to suggest to Government to press for the prosecution of delinquent Cooperative Managers.
The Cooperative Society Act allows the C.C.D.O. to hold and conduct an inquiry or investigation in the operations of a Cooperative Society and if recommended, appoint a Manager to manage on his behalf.
The Manager so appointed, therefore, has the responsibility of submitting regular reports to the C.C.D.O. At present the C.C.D.O. has no staff in the region.
This is a very serious loop which must be urgently addressed by those in authority, ‘Mr. Minister’?
Cooperators therefore have the duty and responsibility to ensure that Regional Unions are formed and functioning in their respective regions, also that the Apex Body in Guyana, which is National Cooperative Union the representative body for all Cooperative Society across the length and breadth of Guyana is functioning.
What is urgently needed is training for members of Cooperative Societies to know their roles, duties, rights and responsibilities. This is the responsibility of the Apex organization.
