Dear Editor,
The reason why security sector reform is necessary varies. They include post-conflict rebuilding, transition from military or one-party rule to participatory forms of government, recent independence, a lack of transparency and accountability in public affairs, a disregard for the rule of law, problem in conflict mediation due to an often conflict-exacerbating role by actors in the security sector, difficulties in the management of scarce resources, as well as inadequate civilian capacity to manage and monitor the security forces.
One of the major concerns for Guyanese is, crime going out of control and this is due mainly to the Guyana Police Force (GPF) not being, in full control.
An integration of the forces should be considered for the future, but for now a unit should be created by combining selected members of the Guyana Defence Force (GDF) and GPF supervised by members of both forces.
The sole purpose of this unit is to combat crime, and must be on regular patrol.
This structure must have coastguard, ground troops and helicopters.
The Government should seriously consider in investing in a few Robinson R22 helicopters the police version is about 200k.
These helicopters are highly used world-wide and by police departments in the US. They are piston engines low cost to operate and low maintenance and can be airborne within a couple of minutes, very reliable.
This crime fighting unit must be large in size, well trained and must be able to gain the confidence of the people.
If the current crime situation cannot be brought to some control soon Guyana may find itself in the category of security sector reform and may have to resort to external intervention i.e. the British funded option.
