Guyana stands to face sanctions over bauxite workers’ brouhaha

… as country has some 26 reports outstanding to ILO

Guyana stands to be sanctioned by the International Labour Organisation (ILO) as a result of the brouhaha surrounding the sacked bauxite workers as well of several breaches as it relates to the ILO.
This was explained to this newspaper by General Secretary (ag) of the Guyana Trades Union Congress, Norris Witter, who said Guyana was found to be delinquent in the 2010 report of the Committee of Experts on the Application of Conventions and Recommendations of International Labour Standards.
That report is prepared and submitted to the ILO and according to the report Guyana is on a list of 14 countries that have been delinquent for two years or more as it relates to reports that have to be submitted.
He said that Guyana is the only CARICOM country listed as delinquent and has some 26 outstanding reports.
Meanwhile, speaking to the promise made by Minister of Labour Manzoor to have a meeting facilitated between the Guyana Bauxite and General Workers Union, the Russians and the affected workers. Witter said, “Nadir seems to be skirting around the issue.”
According to Witter to date there has been no formal or informal approach to the union to seek to have the matter resolved.
He said that Nadir is currently flouting the Labour Laws in that he does not have to wait and is obligated under the law to act proactively in situations such as this.
Witter said, too, that the reason the union has not gone the way of the courts is the very slothful nature of the court and once it becomes a matter for litigation then all other avenues would be blocked.
He said that the union prefers to use the avenues available internationally. Witter said that the only reason Nadir travelled to Geneva and presented his hurriedly prepared dossier on the issue was a result of a threat by International Federation of Chemical, Energy, Mine and General Workers’ Unions (ICEM), to move to the ILO.
Witter said that having pacified the situation with ICEM Nadir now seem complacent.
The GTUC General Secretary (ag) also warned the Minister that in the 21st Century there is the availably of ICT and as such the ILO and ICEM are paying attention to the developments in Guyana.
The GB&GWU recently dispatched a letter to Nadir as a reminder to him of his commitment made on June 15 to Manfred Warda, General Secretary of ICEM, of his willingness to facilitate dialogue between GB&GWU and the Bauxite Company of Guyana Inc (BCGI).
The commitment was made at a meeting held in Geneva, Switzerland at the Head Office of ICEM, the world federation that represents mining trade unions in some 100 countries with over 20 million workers.
