…contract was awarded during Seewchan’s tenure
Scrutiny of contracts undertaken by the Ministry of Local Government under the tenure of the former Permanent Secretary, Seewchan, has uncovered what will possibly turn out to be another white elephant.
With the new Diamond Housing soon to be established as a town, it was decided that a market tarmac be built there and a contract for some $30.3M was inked and the project executed.
However, despite being completed for months now, its only purpose thus far has been to facilitate cricket and football games for the youths in the community.
The project was divided up into four sections with some $650, 000 for preliminary works, $26.4M for the actual tarmac, $491,200 and another $568,525 for culverts that were never built.
There was a 10 per cent contingency of $2.7M also catered for. Vendors, instead, choose to sell at the entrance to the access road leading to the housing Scheme.
The tarmac is also yet to be demarcated as in the case with other such projects.
Some officials at the NDC level are also questioning the quality of the completed tarmac which has already started to show some signs of depressions at various stages charging that it was not built to specifications as was set out in the proposal.
The works, according to the bid document, which says that “the work specified…consists of clearing and grubbing, within the areas of the roadway right of way.”
It was pointed out that included in the work is the removal and disposal of all trees, stumps, roots and other such protruding objects, appurtenances, existing pavement, and other facilities necessary to prepare the area for the proposed construction, and the removal and disposal of all product and debris which are not required to be salvaged or not required to complete the construction.
It included also the clearing and excavation of drains and disposal of the material all in accordance with the specification and in close conformity with the lines, grades and dimensions shown on the plans or established by the engineer.
