Run shop annoyance

Dear Editor,
Since a rum shop began to operate on Station Street Kitty, Georgetown, the peace and quietness of the neighbourhood is no more.
Vehicles park on both sides of the narrow road creating traffic congestions. Vehicles block the entrances to properties severely restricting ingress and egress.
Every afternoon when I get home from work I have to go and look for the driver of the vehicle that blocks my entrance.
Large vehicles park in front of properties and play music loud, much to the discomfort of everyone often times late in the night. There is total disregard for those who must get up early for work. The owner of the rum-shop can sleep late.
When I spoke to the police they said the parapets belong to the City Council, therefore I must speak to the Mayor.
Must residents take matters in their own hands?
How come the Central Housing Authority and the Custom and Excise Department allow a rum shop to operate in a manner that is injurious to the health and welfare of residents?
Why should I take private legal action because of the selfishness of someone else?
