Minister of Agriculture, Robert Persaud has said that, “the NDIA is not taking over regional management of kokers, they are just supporting management for now.”
Less than two weeks after the collapse of a koker at Garden of Eden flooded acres of land in the area, proper management of these coastal drainage structures is still a cause for concern. Two Wednesdays ago, when the koker in Garden of Eden gave way to the pressure of the high tide residents were justifiably angry at the shoddy work that had been done on the structure which had only been repaired a mere five months earlier.
As the weeks have progressed however it became apparent that neither the Regional Administration through its NDC nor the Drainage and Irrigation Authority wanted to take responsibility for the incident.
The two authorities began to play the blame game, fingering each other in the media as to who was responsible, while reports of other ‘koker issues’ continued to crop up.
The day after the Garden of Eden koker collapsed the NDC overseer, Raghunandan Singh pointed out that the koker at Craig was under similar stresses and he was concerned that if no one intervened soon then a repeat of the previous day’s incident would occur.
Meanwhile just last week this newspaper reported on the koker at Parika, a two-door structure where one of the doors was completely defunct and to boot, the barrier erected in front of the door was leaking as well.
This was cause for concern for the residents who noted that the leaking barrier allowed for partial flooding in some areas and was a nuisance.
All of these reports have surfaced while the two agencies go back and forth over which engineer said what and what funds were spent when, and by whom. Meanwhile, the rainy season is swelling the rivers which when coupled with spring tides, are putting enormous pressure on even the strongest of koker structures.
According to the Minister, the NDIA has had to fix the koker at Parika and will continue to maintain it.
