Director General of the Ministry of Foreign Affairs, Elizabeth Harper, and other officials from that Ministry yesterday appeared before the Public Accounts Committee where she and the Accountant General were at odds to explain why monies generated from the Missions in Washington and New York are not finding its way into the Consolidated Fund.
The situation was addressed in the 2007 and 2008 Auditor General Reports.
Rather, the money amounting to several millions of dollars, is being held in a ‘mystery account’ in the Bank of Guyana.
Harper said that the account is not in the name of the Ministry and the Accountant General could not say whose name the account is in.
He did undertake to find out and report back to the Public Account Committee.
What everyone agreed on was the fact that the money is generated as revenue from the missions in Washington DC and New York. Monies from other missions, such as those in London and Canada were being transferred directly to the consolidated fund.
Harper did point out that systems will be put in place by mid June this year to have monies from all of the missions be remitted to Guyana straight into the Consolidated Fund.
It was unclear also on what or whose directives will that money be transferred to the Consolidated Fund but the undertaking was made to have that rectified.
