…threatens $$MM in poultry, farm lands
Mere five months after it was rehabilitated a koker which is said to be substandard by all accounts broke under the pressure of a high tide threatening millions in poultry and farmlands in the process.
The koker located at Garden of Eden, East Bank Demerara, as described by officials was built with wood not suited to withstand the pressure of the water. There was also the fact that the wood used was not thick enough.
Several angry farmers, residents and officials, including Minister of Agriculture Robert Persaud, converged at the scene yesterday shortly after the incident. They all flayed the regional administrators.
One of the farmers passionately stated, “Dis is nonsense. Dis ting do just de odder day and it bruck up already.”
Overseer of the affected Neighbourhood Democratic Council, Ragunandan Singh, said that several reports were made to the regional Administration that the koker was leaking water and that it appeared to be under strain.
“The door was recently repaired and still it collapse…I don’t know to what standards.”
Chairman of the NDC, Dwarka Nauth, who was also on the scene also lashed out at the Regional Administration citing the fact that it has been more than five years now since they had requested supervision authority for the koker, “so that we could supervise when there are any problems.”
Nauth said that had they been in a position where they could have monitored from an authority perspective then that would have never happened given that they would have been able to detect the situation and remedied it a long time ago.
Speaking to the quality of the repairs that was done a mere five months ago Nauth said that when an assessment of the koker from an engineering point of view is proffered it is clear that it was not built to adequate specifications.
Agriculture Minister Robert Persaud expressed his concern. He emphasised that the koker is being managed by Region Four Administration.
He explained however that the National Drainage and Irrigation Authority is prepared for emergencies such as that breakage.
Persaud lamented the fact that there are several irritants at the local government level and that he will be communicating with Minister Kellawan Lall and impress on him that if the Region can’t maintain the facilities then an alternative arrangement has to be made.
He said that the breakage places the livelihood of people at risk. Resources, especially money, will have to be diverted to rectify the situation.
On the issue of acquiring control of the kokers he said that they have to tread with caution given the legislation in place. “We don’t want to usurp the power” of the Regional Administration, “but I intend to approach local Government Minister to help deal with the problem.”
