The Guyana Revenue Authority (GRA) is looking beyond the filing of returns this tax season as they strive to bring the large number of liquor retailers who are currently selling alcohol without the correct licences into compliance with the law.
According to Mr. Rovin Stanley, acting Manager of the Public Relations Unit of the Revenue Authority, GRA will be heading in to the Essequibo area to host a number of sensitization workshops.
The exercise will see personnel from the Anna Regina office of the Revenue Authority as well as the Georgetown office’s Tax Advisory and Public Relations Units of the GRA working with the residents and business owners of Essequibo to bring them into full compliance with the tax laws.
Aside from the workshops being set up at certain locations there will also be random advisory visits to a number of business establishments.
Stanley noted that a number of persons especially in the countryside, where inspections are not as easily carried out, are engaged in the act of selling alcohol without the proper licences and the agency is seeking to correct this trend.
The staffers will be giving these persons information on the policies surrounding the legal sale of alcoholic beverages. One example would be that related to Off Licence liquor establishments, which according to Stanley, will be explained to shop owners in detail so that the different classes which dictate what liquors are sold and whether or not consumption is allowed on the premises might be better understood.
Information would be provided on what documentation needs to be submitted with an application to allow for the sale of alcohol as well as an explanation of the process that business owners would need to go through.
Stanley noted that the need for resellers to bring their operations into compliance is of utmost importance since the ranks of the Guyana Police Force are authorized to close operations and seize beverages where the illegal and unlicenced sale of alcohol is observed.
On Monday April 26, the officers will set up shop at the Charity Boathouse and that same evening between 20:00 and 21:00hrs the officers will participate in a live call-in programme on RCA Channel 8. The following two days will see the officers at Anna Regina Market Square on Tuesday April 27 and the Safeway Supermarket on Wednesday, April 28.
Of note is the fact that officers will not be limiting themselves to the liquor licences but will also be offering assistance with the preparation and filing of income and property tax returns, and there will be discussions on the issues of motor vehicle licences and Value Added Tax (VAT).
Recently the procedure for obtaining Motor Vehicle Licences has undergone a number of changes, with the advent of national computerized processing allowing the issuance of these licences to be decentralised.
According to Stanley, non-open backed vehicles may now be examined at the regional licence offices instead of only here in Georgetown, meaning that the owners of minibuses and cars will not need to come to Georgetown to get their Motor Vehicle Licences.
He noted that this information still needs to be disseminated to the tax payers, hence the need for these workshops.
