The Customs and Anti-Narcotics Unit (CANU) was originally established as a means of protecting Customs revenues and preventing the trafficking of drugs in and out of Guyana.
Along with the Customs and Trade Administration, CANU is itself an agency overseen and accounted for under the Ministry of Finance.
However, the recent Public Account Audits have revealed that this arrangement is not being adhered to.
The operations of CANU are being funded under the subheading Contributions to Other Local Organisations allowing for a number of abuses to be perpetrated on the system.
Employment costs, allowances and other costs are not being recorded under the Appropriation Accounts and it allows for misrepresentation of the costs involved in maintaining the agency on these fronts.
The situation also lends itself to the employees of CANU receiving wages outside of the approved Government pay scales and therefore enjoying “enhanced compensation packages” according to the report.
The Audit Office has had to make repeated recommendations for the Ministry of Finance to bring the funding of CANU in line with the requirements of the law while the Head of the Budget Agency has defended the situation by saying that a “policy decision is required on the matter”.
Other Government employees such as Police Officers must however be compensated according to the Government Pay Scales.
CANU is also not operating under the management of the Commissioner of Customs and Trade Administration which is, according to the report “… not in conformity with the Applicable Customs Laws and Regulations” another issue for which the Head of the Budget Agency is awaiting a policy decision.
