CYP strategic plan launched

The Commonwealth Youth Programme (CYP) on Thursday evening presented the Strategic Plan for Youth Development 2008-2012 to the Government of Guyana.
Present to hand over the plan was the Deputy Secretary General of the Commonwealth Secretariat, Mrs. Mmasekgoa Masire-Mwamba.
Receiving the plan on behalf of the Government of Guyana was Prime Minister, Samuel Hinds and the Minister of Culture, Youth and Sport, Dr. Frank Anthony.
Mrs Masire-Mwamba began her address by thanking the Government and people of Guyana for being host to the Commonwealth Youth Programme since 1974.
One of the portfolios that falls under her umbrella of responsibility is that of Youth Development and coming from a developing country, Mrs. Masire-Mwamba, who hails from the Republic of Botswana makes her interest in the sector more than just professional. It is in fact personal to her. She noted that when the Commonwealth was deliberating on the theme for its 60th anniversary celebrated last year, the organisation revisited the purpose of the organisation from a fresh perspective and came up with the theme: Serving a New Generation which Mwamba claimed was a loaded statement.
The Commonwealth took the opportunity to rededicate itself to the future and in the spirit of serving, there existed the core idea of working with the many partners of shared development who join with the organisation in the achievement of common goals.
The Commonwealth and its global partners have colluded to respond to youth issues and deliver on the mandates issue by the Commonwealth Ministers of Youth during their meeting in Sri Lanka in 2008.
Representing the Regional Office of the CYP was the Regional Director, Mr. Henry Charles, who said that the plan covers three main areas, those of Youth Work and Educational Training, Youth Enterprise and Sustainable Livelihoods as well as Governance, Youth Works and Development.
The key points of the plan raised under these three issues are those of creating a profession around Youth Work for those involved in the field as well as those looking to become a part of it through the offering of an accreditation and the drafting of a code of ethics; micro-financing for young entrepreneurs and working with Government and Non-Governmental Organisations for better implementation and management of youth policies and initiatives.
Charles also opined that it was an exciting time in the field of Youth Development where such events as the Commonwealth Secretariat’s adoption of the first-ever stand alone declaration on youth called Invested in Youth and other initiatives along the same lines are coming to the fore. The Director took the opportunity to implore that everyone, regardless of station or status with respect to decision making, management and policy environment should remember that the sustainable development of the region and the continued existence of Caribbean civilisation depend on how much we invest in youth.
The latter noted that among the many indicators of the plan which have already been delivered upon, special attention needs to be paid to the pilot programmes on Micro-financing and Youth Entrepreneurship which should be scaled up and perhaps reapplied, he also hinted at the possibility of hosting the training for the youth work accreditations online in the future.
