I visited the NIS office at Fort Wellington, West Coast, Berbice to esquire, on behalf of Mr. Cyril Solomon, in regards the reason for their refusal to accept an ID document, issued by the authorised agency, GEOCOM. I was informed that that was a “Top Management” decision, which was passed down to them. Unfortunately for NIS, the GEOCOM officer at Fort Wellington said that such documents have not been invalidated.
Management is, within their legitimate authority, responsible for making decisions for the good of staff and the people they serve. However for NIS, or any other agency for that matter, public or private, to unilaterally decide to refuse acceptance of ID documents issued by GEOCOM, is, in my view a serious usurpation of authority and violation that must be rescinded. This is inhumane, unfair unjust and unconstitutional.
Mr. Solomon’s story is that he retired two years ago at age 60. NIS approved his pension, after a long and tedious process. Mr. Solomon, a poor man of very modest means, shows up at the Fort Wellington office, all eager and excited at the prospect of receiving his pension, retroactively. To his bewilderment, his ID document was refused when presented. He left the office, deflated and a despondent pensioner whose plans were temporarily shelved.
My concern is not only for Mr. Solomon, but so many others, who for no fault of theirs did not receive their newly issued ID cards: neither do they have passports. Most of these people are the working poor, who, without their consent, made the required NIS contributions which qualified them for the receipt of pension. These people are not seeking favours. It is their right, which should not be denied them under any circumstance. In fact I would think that an agency that has the interest of the people at heart will do everything in its power to expedite pension payments within months of retirement.
This will be the case if they really care for the people who pay their salaries, allowances and other perks that come with their lofty position.
I would implore Dr. Roger Luncheon to do all in his power to re-evaluate this situation and to reverse this edict forthwith. Guyana needs “Government” with a human heart and face.
