Since launching the National Policy on Domestic Violence in June of 2008, the Ministry of Human Services and Social Security has delivered, or is in the process of delivering on no less than five key areas of the policy.
According to Minister Priya Manickchand a Policy Implementation Unit was established simultaneously with the publication of the policy.
In the time since, there has been visible forward movement, albeit not at the pace the Ministry would prefer to see, but she noted that they are constrained by numerous demands in the other areas that fall under their oversight.
These other demands are a part of the reason that the implementation unit was created; and, having recently lost its last director a new one has been brought on board, Mr. Abbas Mancy who took up office on Tuesday.
The recent accomplishments of the Ministry and the Policy Implementation Unit are based in multiple areas of the policy and have had the net effect of weakening the hold that Domestic Violence has on the lives on a number of our citizens.
The Minister noted that social workers who have been trained and gazetted are now able to accompany and support victims of abuse in a court of law; the family court is well underway with completion expected some time this year.
The provision of state-funded Legal Aid Services as well as counseling, shelter and support for abuse victims and survivors is also now more widespread in accordance with the policy guidelines.
There has even been an upsurge in awareness of the issues surrounding Domestic Violence as a result of the nationwide campaigns being undertaken to educate the population.
She noted that the policy still has some way to go but they are addressing Domestic Violence as well as they can given the demands on their time and the resources available, however, they are still paying keen attention to the matter because it is an issue that in the words of Minister Manickchand needs to be addressed, “…early, urgently and holistically.”
