Con artist jailed for forging President’s signature

A man who forged President Bharrat Jagdeo’s signature on a letter stating that he, the criminal, had been pardoned was yesterday jailed for six years, when he appeared before Acting Chief Magistrate Melissa Robertson, at the Georgetown Magistrates’ Court.
Sunil Dwayne, who also calls himself Rabindra Rooplall and a host of other names, including Dwayne Ramsundar, pleaded guilty to a charge which stated that on March 3, at Hadfield Street with the intent to defraud, he obtained a letter purporting to show that he was pardoned by the President.
The letter also stated that he should not tell the media or any police official or else he would be dealt with severely. The letter also stated that he was on a bond to keep the peace for 40 years.
A second charge stated that Rooplall obtained $5,000 from Farouk Amin, on July 30, 2009, under the pretence that he was a Pastor at the Assembly of God Church. He pleaded guilty to that charge.
Police Prosecutor Stephen Telford stated on the day in question, Rooplall went to Amin and told him that he, Rooplall, was a Pastor and he was collecting donations on behalf of the Church.
The prosecutor further stated that the VC felt safe and handed over the money to Rooplall.
The prosecutor further stated that on March 3, the police confronted Rooplall on Hadfield Street. He said that the officers carried out a search on the defendant and the letter was found.
The prosecutor explained that the officers took the letter to the Office of the President and the Permanent Secretary said that it was forged. Rooplall was arrested and charged.
The prosecutor told the court that the maximum penalty should be given to Rooplall because he has been committing offences of a similar nature for a period of time.
Telford stated that the court should send a strong message to persons who commit similar offences.
When asked if he had anything to say, the man opted to tell the magistrate that he had
indeed received the letter from the President.
He was jailed for three years on each charge; the sentences would run consecutively.
