…2009 edition to be completed by September-Sharma
The long awaited 2008 Auditor General Report is slated to be presented to the Speaker of the National Assembly by month-end.
This is according to the Acting Auditor General, Deodat Sharma, who said that the document is being finalised.
He said that the special investigation into the operations at the Region Four Democratic Council did cause a delay in the finalising of the document.
The Auditor General also committed to having the 2009 edition of the report presented to the Speaker by September of this year.
“The Auditor General shall report at least annually, and within nine months of the end of each fiscal year, on the results of his audit of the consolidated financial statements and the accounts of budget agencies in relation to that fiscal year.”
This is according to the Audit Act of Guyana and as such, the 2008 Auditor General’s report is now more than four months late with the Acting Auditor General’s promised December deadline also missed.
When the Auditor General of Guyana (ag), Deodat Sharma, in June last year, presented the Speaker of the National Assembly, Ralph Ramkarran, with a copy of the completed 2007 report, he had set a December deadline which was three months later than stipulated by the Audit Act.
Sharma at that time had cited staff constraints as the reasons for the continued delays.
Sharma has expressed his appreciation as it relates to the assistance that he has been receiving as it relates to staff from the Ministry of Finance.
He said that in addition to the staff he was afforded last year he is expecting some 15 more this year.
The report is eagerly being awaited to see if there has been any change in the trend over the years.
When Sharma presented the report on the last occasion he had stated that the Contingencies Fund was still being abused; there are still overpayments on contracts, missing vouchers, “old bank accounts not being closed as yet, especially those big overdrafts that continue.”
The Audit Office of Guyana (AOG) scrutinises the expenditure of public funds on behalf of Parliament.
The Office conducts financial audits of all publicly funded entities, including donor-funded entities, local government agencies and trade unions, in Guyana.
