The Guyana Revenue Authority (GRA) has announced new measures that will see individuals, businesses and other organizations having to seek exemptions before making any donations to earthquake-hit Haiti.
In a notice published in Kaieteur News yesterday, GRA explained that based on the conditions, VAT exemptions will be given to approved charitable organizations and companies wishing to purchase certain items for shipment to Haiti.
Local manufacturers wanting to donate their products will also be exempted from the payment of VAT applicable, the body said in the notice.
To obtain the exemption, a written application to the Tax Exemption Processing and Verification Unit, GRA, must be made. The Taxpayer Identification Numbers must be provided for both the suppliers and organizations involved, GRA said.
Once donations are made to the Guyana Haiti Relief Fund or any approved charitable organization, the manufacturer or company must provide GRA with a copy of the valid receipt from the agency by March 31 or face revocation of the exemption letter and be liable for the VAT charges.
GRA reminded that several food items are zero-rated from VAT, including sugar, brown rice and cooking oil, in the list of items that can be donated to Haiti.
Recently, Kaieteur News was ordered to stop collecting monies for donations to Haiti which was hit by a massive earthquake in January which left over 200,000 persons dead.
The Ministry of Home Affairs, according to a police officer it had sent to the offices of Kaieteur News, explained that the newspaper should have sought permission which could take up to 30 days.
The newspaper had taken in over $4M and subsequently discontinued the collection. The money was handed over to the Guyana Haiti Relief Fund.
