The Kashif and Shanghai Organisation has cleared the air on the blotch on their impressive record of staging events, which happened on January 1 at the final of the 2009/2010 edition of the tournament.
In a release, the K&S Organisation disclosed on the circumstance surrounding some fans not gaining access despite being in position of tickets and also some without tickets managing to gain entry. The release states:
“The New Year’s Day Finals of the Twentieth Annual Kashif and Shanghai Football Tournament was marred an unfortunate occurrence.
At around 21:30 hrs, a crowd buildup at the entrance to the Stadium resulting from the decision by the police to stop the sale of tickets and to deny prior ticket holders entry into the Stadium resulted in a stampede. Large numbers of persons, perhaps several thousands, stormed the main entrance, ripped down chain link fence and gained access to the Stadium. These persons included both ticket holders and non-ticket holders.
The decision by the police was informed by their judgment that, at the time, the Stadium was filled to capacity. The evidence of the count by the Guyana Revenue Authority’s VAT functionaries on duty at the Stadium indicates that this was not the case. One Stand was filled, apparently to capacity, and the police took the position that until the standees in that particular Stand were removed to other Stands no one else would be allowed to enter the Stadium.
“We pointed out to the police that we felt that it was unwise to prohibit entry of persons since there were still numerous unoccupied seats in the Stadium. We pointed out too that a crowd buildup outside the gate might create a volatile situation. The police were not responsive to our appeal and the resulting chaos was predictable. Ironically, it was only after the incident had passed that the police appeared to accept that their initial judgment had not been the correct one.”
“To the expressed concern of Fire Service officials on duty at the Stadium the police also choose to lock the gates that serve as both entry and exit points into and out of the Stadium. In effect, for a period of time, several thousand persons were effectively locked in the Stadium. We are advised that the police had no authority to lock those gates.”
“The forced entry into the stadium by a large number of non-ticket holders has meant that the Kashif and Shanghai Organization has had to absorb a significant financial loss. This, at a time when the expenses associated with the staging of this year’s event has been the highest in the Tournament’s history. This development has left us angry and frustrated.”
